Vessel Traffic Management Specialist, GS-2150-11

This position is located in the Vessel Traffic Serviced (VTS) department at Marine Safety Unit, Port Arthur, TX. The selectee will serve in three capacities-as the Vessel Traffic Management Specialist responsible for promoting the safe and efficient movement of maritime traffic. Under the guidance of the Operations/Training Manager, responsible for providing instruction to newly hired VTSM and as a Waterways Management Representative, will assist the Director in managing Waterways Department issues including processing marine event permits, vessel layup plans, and coordinating marine information and responding to hazards and obstructions. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Operating a variety of surveillance sensors, communications, and data processing equipment. Providing radar tracking or other sensor information in support of other Coast Guard missions, including search and rescue, law enforcement, and military missions. Following established procedures to correct or isolate equipment malfunctions. Briefing other traffic control specialists on all aspects of vessel traffic operations and weather conditions. Coordinating advisory information between participating and non-participating vessels and small craft, many of which may be involved activities such as regattas, fishing or other marine events. Providing basic instruction to newly hired VTMS on all aspects of Vessel Traffic Management Specialist knowledge. Processing permits in accordance with applicable policy guidance. Maintaining and enhancing waterways department external relations with the local harbor safety committee. Hearing acuity, correctable eyesight, normal color vision and unimpeded speech are necessary for proper performance of duties. AT THE GS-11 GRADE LEVEL:
GS-11, Applicants must have at least one year of specialized experience equilvalent to the GS-09 level in the federal service. Examples of specialized experience include:
Working in a transportation facility or terminal which involved utilizing Federal, State, and municipal regulations governing the use of maritime vessels to perform duties; promoting the safe and efficient movements of maritime traffic in assigned geographic areas; ensuring that vessel traffic is properly informed, advised, or directed in order to reduce the probability of collisions, rammings, groundings, and ensuing environmental damage; monitoring the progress of vessels, and informing, advising, or directing vessel operators in assigned areas; maintaining a readiness posture to ensure traffic can be brought under positive control to avoid a catastrophic incident; and employing computer and communications technology to provide critical information and guidance to a master, pilot, or person in charge of vessels.ORHave successfully completed a Ph.D, or at least 54 semester hours toward a Ph.D, in traffic management, transportation, nautical science, marine affairs, marine engineering, marine transportation, or another field related to this position.OR Have a combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position.Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.National Service Experience (i.e., volunteer experience):

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
